\nPURPA HEARINGS UPDATE
\n<\/b><\/p>\n

\u00a0<\/b><\/p><\/h1><\/span>

French Broad EMC solicited public input regarding Demand-Response (DR) Standards and Electric Vehicle (EV) Charging Standards as part of new requirements contained in the Federal Infrastructure Investment and Jobs Act of 2021, which amended Title I of the Public Utility Regulatory Policies Act (PURPA).<\/span><\/div>\n
\u00a0<\/div>\n
A hearing was held June 6th to facilitate the consideration and determination of appropriate standards on the following matters:<\/span><\/div>\n
\u00a0<\/div>\n
\u2022 Demand-response practices, pursuant to 16 U.S.C. \u00a7 2621(d)(20).<\/span><\/div>\n
\u2022 Electric vehicle charging programs, pursuant to 16 U.S.C. \u00a7 2621(d)(21).<\/span><\/div>\n
\u00a0<\/div>\n
Public comments were received and as a result both recommendations passed.<\/span><\/div>\n
FBEMC does NOT recommend adopting additional DR programs or further EV rate adjustments or other standards at this time.<\/span><\/div>\n

PURPA STANDARDS<\/b><\/p><\/h1><\/span>

Demand Response (DR) Practices. <\/strong> French Broad EMC must consider<\/span>
\npromoting the use of DR and demand flexibility practices by<\/span>
\ncommercial, residential, and industrial customers to reduce<\/span>
\nelectricity consumption during periods of unusually high demand.<\/span>
\nWe must also consider establishing rate mechanisms to timely<\/span>
\nrecover the costs of promoting DR and demand flexibility.<\/span><\/p>\n

Electric Vehicle (EV) Charging Programs.<\/strong> French Broad <\/span>Electric must consider promoting greater electrification of the <\/span>transportation sector, including establishing rates that p<\/span>romote affordable and equitable electric vehicle charging <\/span>options for residential, commercial, and public EV charging <\/span>infrastructure;<\/span><\/p>\n

Improve the customer experience associated with EV charging, <\/span>including by reducing charging times for light-, medium-, and <\/span>heavy-duty vehicles; accelerate third-party investment in EV <\/span>charging for light-, medium-, and heavy-duty vehicles;<\/span><\/p>\n

Appropriately recover the marginal costs of delivering <\/span>electricity to electric vehicles and electric vehicle charging <\/span>infrastructure.<\/span><\/p>\n

Our mission is <\/span>to deliver consistent and reliable electric service in a timely and <\/span>cost-efficient manner. We are committed to providing exceptional <\/span>service to our service territory.<\/span><\/p>\n

DR and EV charging programs provide financial and environmental <\/span>incentives to both our customers, and to French Broad Electric as <\/span>a whole, when customers can reduce or shift energy used during <\/span>times of high demand. EVs are vehicles powered by electricity, <\/span>generally provided by a battery, that will charge by being <\/span>connected to our electrical grid. <\/span>We are continuously working to meet the evolving needs of our <\/span>community. Our DR and EV programs and services below.<\/span><\/p>\n

Voltage Reduction:<\/strong> French Broad EMC in coordination with Duke <\/span>Energy can reduce system voltage at each substation with our <\/span>Supervisory Control and Data Acquisition (SCADA) system. This allows us to <\/span>reduce our overall system demand rapidly in a matter of minutes by up to <\/span>5% of the total load. This can also be implemented on a per circuit basis as <\/span>needed.<\/span><\/p>\n

Energy Efficiency:<\/strong> French Broad EMC has provided Water heater <\/span>blankets, light bulb replacement and giveaways to many of its <\/span>residential members. We have also offered financial incentives <\/span>for commercial and industrial lighting replacement to reduce <\/span>demand and energy usage. <\/span><\/p>\n

Electric Heat Pump Rebate: <\/strong>Geothermal heat pump upgrades and <\/span>rebates were offered to members in an effort to get members into <\/span>more efficient heating systems. French Broad EMC also offers <\/span>large discounts on mini-split heating and cooling systems as well <\/span>as installation and maintenance programs.<\/span><\/p>\n

Electric Vehicles: <\/strong> French Broad Electric currently owns and <\/span>operates three publicly available electric vehicle charging stations, <\/span>which offer affordable rates to the public and recover the <\/span>marginal cost of delivery and supply of electricity. We also offer <\/span>standalone EV rates for any customer who wants to provide EV <\/span>charging at their home or business.<\/span><\/p>\n<\/div>
